1st stamp issue (Kerr 51.8-16):

Provisional Issue: Stamps Overprinted “Chinese Postal Service Temporarily Used” (1945)
Issued: 1945 (October)
Issued by: Hailun Postal Administration (海倫郵政管理局)
Overprint: “Chinese Postal Service Temporarily Used” (“中華郵政 暫用”)
Print: Hand-overprinted with rubber chop
Currency: Manchukuo Yuan (滿洲國圓)

Not all stamps of this issue shown here (missing 2 分 and 4 分 from booklet pane):

All existing covers bear 2 x 5 分 = 10 分 which is equivalent to the latest Manchukuo postal rate from October 1, 1944 for domestic letters. The Northeast Currency (東北幣) were circulated first time on December 22, 1945. As only variety for this set the 13 分 exists with inverted overprint. 

2nd stamp issue (Kerr 51.1-5):

Provisional Issue: Stamps Overprinted and Surcharged (1946)
Issued: 1946 (May)
Issued by: Hailun Postal Administration (海倫郵政管理局)
Overprint: New value (exact) (整)
Print: Hand-overprinted with rubber chop
Currency: Northeast Currency (東北幣)

Remarks:
– All shown sets exists (at least some stamps of each set) genuine used on domestic covers.

Not shown:
– Kerr 51.6-7: Set is unknown to be genuine used, possible not issued / bogus
– Kerr 51.17-26: Set is unknown to be genuine used, possible not issued / bogus
– Kerr 51.27-36: Cancelled stamps (50 分) exists with corner / part cancels, no cover was found so far. This set could be postally issued, more information us necessary to come to a final conclusion.
