The background of this issue is not complete clear. Is unusual that in middle of 1946 stamps got overprinted but not surcharged and most of the overprinted denominations had a too low value for any valid postage rate. But as commercial covers with this stamp issue exists we need to list them here as official stamp issue of Sifangtai.
