This set were overprinted in two steps, first  step “中華民國” and in the second step the surcharge. The distance between both blocks can vary. The stamps usually comes mint without gum.

3rd stamp issue (Kerr 124.4-9):

This set were overprinted in two steps, first step “中華民國郵政國” and in the second step the surcharge plus “(改)”. The distance between both blocks can vary. The stamps usually comes mint without gum. There is a variety known where the overprint missed the second step (missing  surcharge plus “(改)”), for example for the denomination 1 元 / 20 分.

– All shown sets exists (at least one stamp of each set) genuine used on domestic covers.
