There are two settings of the overprint existing (narrow or wide).

Why the overprint from Changchun (長春) [Kerr 13.14-15] was used for the overprints in Hegang (鶴崗) I can’t say, but the stamps of Changchun (長春) were distributed widely to many post offices (even to Hegang (鶴崗) which around 700 km far away from Changchun (長春)).
